do all 4 wheels swivel?

My 2 year old granddaughter runs with it and it moves fine. She loves it!

Will this work for a 22 inch doll?

Ya I think it will my granddaughter can get her 27lb cat in it Lol. This stroller was one of the best things I’ve bought, it has held up really well and I do believe your doll will fit.
