2 Speed or 3 Speed?

Item delivered on time thank you. However having fitted the speed controller to the fan there only seems to be 2 real speed settings, no difference noted in speed changes between medium & high speed. Just wondered if anyone else had encountered this? The original unit had 3 distinct differences in speed.
