The first...it's a fairly tight spring.

China. It is however durable and the steel is good and doesn't corrode.

Will this strainer work with a cocktail glass mixer with an opening of 3.7"?

My mixing glass is 3.5" and it fits perfectly. The side tabs are big enough to keep it from falling into a bigger glass. Just be careful to push it forward to strain your cocktail. This spring on this strainer works well. I've owned it for years.
