Can I dilute this and use in a spray bottle, like Sink the Stink?

No, the product should be dissolved in warm water to make a thick sudsy bath then weight your wetsuit, gloves, BCD, boots etc down in it for a half hour. I wrong out the suit and reverse it after 15 mins

Probably a silly question but I can wash the inside of a dry suit with this correct?

How much water per 2 cap fulls?

To clean my suites, I use two plastic storage bins (like the kind you can get from Target). One I fill with water and the 2 caps of soap, and the other one plain water for rinsing.
