Did this replace the mini pal made by cold steel? I'd like to order another one...

No. This is a replacement for the Cold Steel "Ready Edge", which is no longer made. Very similar knife, different sheath.

does the sheath have a lock? There is an older version of this knife that does.

It does click and lock in the sheath if that's what you mean

Can anyone recommend a diamond file that will properly fit the serrations on this small knife?

Get a triangular ceramic stone, such as from Spyderco, and this will work nicely.

Does anybody know of a similar size, or even smaller sized fixed blade that approaches this quality, etc?

Look on Bladehq they have a large selection of quality knives.
