Q: Can I use as a spot light on the tripod and does the trigger lock in an "on" position?

Yes to both questions. The light is incredibly bright, but to turn it off, one has to click through a whole repertoire of things that it does from bright to dimmer to flashing then to three modes of a smaller light on the side: one bright then dimmer and finally to a flashing red and blue like a police car. The tripod is fragile and wobbly.

Q: How long does this take to charge?

I have never had to charge it. It arrived fully charged and not run down after a lot of use. It has a quick charge though.
