This lists ingredients including 30 percent by weight as citriodiol (the lemon eucalyptus component) and 45 percent ethanol. The other 25 percent ingredients are either "proprietary or non-hazardous." So it could be 25 percent water, or 25 percent some unique and proprietary chemical we have no clue about. The safety data sheet does note that it does not contain ingredients known to the state of California to cause birth defects.
