I got a new set. 4 blue lights on. ear pieces in box do not show any light. they seem dead whatever combination I click. how do I reset? if needed.

The lights on the earbuds aren’t on which means they aren’t Bluetooth connected. And to do that .. look closely between the earbuds in the case there is a small button. Hold that down. Do these have the ergonomic oval sound tubes like other philips models or no? (The plastic part the silicone tips fit over are oval not circles)

Can either earbud be used while the other is in the case?

Yes however for best sound results it is recommended to use both ear pieces.

Earbuds will not pair to each other. followed steps online to factory reset them. They never flash a white LED twice but flash blue 3 times.
