Q: these caps do not hold a charge. I chargedthem to 2.5v, 5 minutes later the charge was 0v. both caps are faulty?

Your 2 particular caps may be faulty. I tested 6 caps and after charging them to 2.5V, they did loose the charge down to 1.0V overnight, some held more charge than others so, I graded them from 1 (lowest leak) to 6 (most leaky). I'm still learning about "super caps", so not able to give a comprehensive answer yet. My application, requires the charge to be discharged in less than a minute, so the long term leakage has no adverse effect.
