Would this mix a Rust-oleum 8 oz. paint can?

This is a lot of material to handle and would depend on the size and shape of the container. A long cylindrical container may do it. I use it to mix 15 and 30 mL containers of paint for model work. A shaker apparatus would work much better on that much material.

Seller, does this vortex mixer come with a warranty? If so, what is it/what does it cover/length of time, etc.

Would this mix thicker liquid such as lotions or body wash in a 4oz plastic bottle with fragrance oil, this would be perfect my arms are getting tired

I use it to mix thick acrylic paints in 4oz bottles. With an agitator of some sort (I use a glass marble) it should work

Would this work well for reconstituting powdered medications in the pharmacy (ie. amoxicillin suspension)?
