Q: Can some one give me the height between the shelves i have looked all over for the info .

Between bottom of top shelf and top of bottom side is 19" and from Bottom of Top Shelf to floor of bottom shelf is 21 3/4"

Q: What are the actual inside dimensions of the top shelf? I have an object 32.5" x 14" that I want to sit on the shelf (inside the lip). Will it fit?

Q: Is this cart resistant to chemicals such as engine oil? I'm thinking of using it to hold a motorcycle engine that weighs ~100 lbs. to scavenge parts

Yes, unaffected by acetone and MEK also.

No the wheels are not the lockingtype. But they are standard size so you could swap one or all for locking. I have 3 of these carts in my offices and love them.
