Q: I got mine a few days ago, it is water logged and flopped over to one side since it came, is there hope?

Unless the roots are rotted, just let it dry out. Should be okay. I would venture a guess that most of us have over watered a Christmas Cactus a time or two and the plant survived.

Q: My xmas cactus is bloming in june/july. I'm in zone 10, is thisnormal?

You are fortunate, my cactus didn't make it, unfortunately I couldn't get it to live much less bloom, but my other cactus blooms different times of the year, not only at Easter and Christmas. I hope this helps.

Most of them are blooms right now at this moment Nov to Dec each year.

Q: Do these have full roots or are they just stuck in the dirt to propagate?

they are well rooted plants and ready to bloom this year.
