Can this clay be used over open flame or electric cooktop

Yes if fired. Gas flame is best as electric stoves may concentrate heat in too small a spot, Also must have water or liquids in vessel and it is good to soak the vessel before putting it on flame. Makes great dried beans. If used on electric stove you should have a metal plate on the burner to defuse the heat properly.

Will it work for build a bread cloche? What cone?

Yes. It has excellent thermal shock properties as long as you maintain an even thickness in your construction. If it is only intended for use inside an oven you may fire as high as cone 04. If you are going to burnish your cloche fire to cone 018 or as high as cone 010. Any higher and your burnish will begin to be undone.
