Is it stretchy or sturdy?

It has been sturdy for me, not really stretchy. But easily adjusted to different lengths.

Is this strong enough to ruck 30+ lb? Is there any warranty if the buckle breaks?

I would say it would work if your straps are thick on your pack (the straps that will slide in the buckles). The buckles that slide on my bag keep popping off because my webbing that I'm using on my bag is thinner than the plastic "slide on" buckles, so they keep popping off, it's pretty annoying.

How narrow can this be tightened?

Not much less than 3 inches between backpack straps. The buckle itself takes up about 2 in
