What does "free cold pack" mean? mine didn't come with one, and i got a melted mess.

It was 2 soft “frozen” jell packs, they had thawed when I got them. But luckily the candy was ok. I have ordered before and it comes in dry ice. But it all depends on the company. I don’t understand with it being 80-95 degrees why they aren’t shipping it now with dry ice.
