Would i be able to fit a 2400w delta server psu instead of atx psus?

Depends on Size of MB, I put two 1200W Delta power supplies on the second rail, and also have two 750w standard ATX power supplies next to the motherboard. I am able to power 8 RTX 3090's this way. (6 up top, 2 on the second rail - middle). So I bet if you are willing to give up some GPU slots this won't be an issue at all, but if you want it to go next to the MB you may want to look at a smaller form factor than ATX

Yes you can stake multiple frames.

How do you stack multiple frames? Is there hardware specific to connect the two separate frames?

In my use was not stackable. I have rx470s and one 580 gpus sit high. So was unstackable for me.

Does it come with power button?

No it does not you have to buy your own.
