No they dont, the pictures are misleading but there is no where said specificly for them to be bundled together. So no they do not include 250€x3 trackers in this

Dose it work with an oculus quest 2

These are just the straps for the trackers, not the actual trackers themselves. Although I believe it's possible for them to work with the Quest. I think you need to buy 2 of the HTC base stations so they can track the wireless trackers. This is on SteamVR only, so you'd also need the link cable for the Quest to use it via your PC

Is it only the belts because the last one I bought didnt come with a tracker it was just the straps

This product is only the belts. This is stated in the first line of the product description: "Combine with 3 VIVE Trackers (sold separately) to achieve full body tracking".

Work with valve index?

Yes, but this is just the straps if you're thinking it comes with the wireless trackers, you need to buy those separately. The wireless trackers do work with the Index though as well, I use them myself
