How is it applied? Does it come with a sprayer for use on the container?

No it doesn't come with a sprayer, but you can use any empty household sprayer bottle, just shake the gallon pour into the spray bottle and start spraying. It's not harmful to humans or pets but it does leave a kinda sticky residue, and it has a pleasant smell, like eucalyptus.

I have carpet in my apartment do you think this product will help?

It works great but only on the bugs the you SEE. Does not work very well on anything under your carpet.

The only info I have been able to find on the ingredients is "Bed Bug Patrol is the easy-to-use way to kill bed bug adults, larvae, & eggs. Can you spray this on hotel/resort beds?

I took it to India and sprayed only on my luggage, there is another product called as steri fab which can be sprayed on fabrics, mattress etc.Hope this helps.
