Q: Can water be used to weight the ladder instead of sand?

No way I am still having issues getting this not to float and I have sand and weights holding it down. This is not a good ladder handrail very flimsy don’t waste your money.

Q: What is the height from bottom step bottom to top step? I know it is not 81". Less than that. But what is it?

I would say without measuring, approximately 44 to 45 inches.I have a 48 in deep pool, the steps fall just below edge of pool.

Q: Can you remove the handrails?

Yes you can. The handrails provide support getting in and out of the pool if you elect to enter the pool that way.

Q: Do these steps go all the way to the bottom of the pool
