Q: can these be boiled and eaten by humans?

It says right in the description, "Must be boiled or roasted before human consumption. Safe for human consumption". I'm not sure where these other people that answered got their information from but they're incorrect. I got these mainly to make Cajun boiled peanuts for myself, some will go to the blue jays and squirrels in their feeder as well.

I’m a licensed squirrel rehabber. They are safe for “wild squirrels” to enjoy. I buy them for my “wilds”, but I also top off all of my peanut feeders (found on Amazon) with in the shell “Pecans, & in the shell “Walnuts”. I also purchase those items (from Amazon) You can pick up a 5 lb bag of Pecans for 25.99 and 5 1/2 lb bag of Walnuts for 29.99. Plus these Peanuts. You can also feed them veggies, Butternut Squash, spaghetti squash, carrots, leafy greens, limit the fruit (high in sugar) then in the fall don’t toss out your pumpkin’s that you carved (put them in your backyard) squirrels love them. They love “Black Oil Sunflower Seeds” (never salted Sunflower Seeds) *your yard will look like mine in early fall with Sunflower’s popping up* Just don’t offer salted or roasted nuts. These have ingredients that can be harmful to them and their bodies and systems cannot process. Any nuts offered to squirrels should be in their natural state.

Q: Are these peanuts considered 'green"? I'm looking for raw peanuts that are dry but not 'roasted' with no moisture feel to them.

These are not green peanuts. They are raw uncooked peanuts. They will need to be roasted or baked for human consumption.

Q: What is the difference in these peanuts and the raw peanuts you can purchase in a grocery store

I am no peanut expert, but I don't think there is a difference. The ones I buy are raw peanuts for feeding the squirrels. For me, the only difference is that I buy them in 25lb bags, have them delivered to my door, and I think it is cheaper than buying them in small quantities in a grocery store.
