Do these polychromos pencils work on black paper?

Yes. I have done artworks in A4 size black paper

It specifically doesn't have only skin Colors but some shades of light pink and other are used as so n tones

Please tell me what would be the best blender for polychromo??

U can use the zest it blend. But baby oils too do fine. I used Johnson baby oil as blender by dabbing it with cotton. It worked well
