Depends what size holes you want These punches will bore too big hole on pants belts There is a special tool for boring holes on a pant belt

Some of them 4 inch, others 5 inch approx.

Yes, you can. But, keep in mind, that these punch(es) are made up of carbon steel. So the metals those are softer than carbon steel can only be punched with these punch(es).
