Nope. Opened right up with the appropriate bypass tool much to my surprise.

Where is this Made? Outdoor use?

While I don't know where it's made, I can definitely say that this lock is not suitable for outdoor use. The body is aluminum, the internals are brass/steel, and the shackle is steel. There is no shielding or weatherproofing on this lock.

If I buy multiple locks can I get ones that use common key?

If you master key them by pinning the lock with master pins you could use one key for multiple locks
