Is the floor board completely open or is there a slat in the middle where the feet would be placed on either side?

The floor board is completely closed, your feet do not touch the ground .......my one year old Grandson just loves this so much. It is very quiet to push and very well made.

Does the handle come off allowing the car to drive on its own once your child is older?

The handle does come off but the child cannot drive the car on his own. The steering wheel is not attached to the front wheels. It just turns but does not turn the wheels. Also there is no way for the child to move the car forward. Someone outside the vehicle has to push it.

What is the difference between the Whisper Ride Buggy and the Whisper Ride ll Buggy?

The Whisper Ride Buggy I believe is larger than the Whisper Ride II, look at the description we ordered the Pink Whisper Ride Buggy because it is from age 18 to 4 years old. I like the fact that my daughter can use it until she is 4 years old. Most other buggies are only up to 2 years or 3 years old. I hope this helps.
