Sure; the support beams are aligned flush with the top and bottom of the shelf, so the weight should be distributed evenly around the entire perimeter of the unit. Like the other users have advised, I would secure the two shelves with zip ties or perhaps even some 3m industrial strength velcro.

can they be flipped so you have a left and right ( angle cuts towards the center of the cabinet)?

You could flip it but would need to assemble it differently by switching the top and bottom shelves. The shelves are interchangeable.

Do all three tiers have slats? The photos show bottom tier open and also bottom tier with slats.

On the shelf I received, the bottom tier is open - no slats.
