Does this support uhd 4k, ie: 3840x2160/30p ? another kvm i bought that claimed 4k support only supports 1080p/1080p 3d ...

Keep in mind that the video card and the monitor has to support 3840 x 2160 4K resolution I have mine connected and I get 2560 x 1440 which is the max resolution that my monitor supports. Check your video display settings in your computer to find out what is the recommended setting that windows found for your display.

Does the switch “proxy” edid information when the host isn’t selected to talk directly to the monitor?

Its supposed to, but I have not found this magical 1080p/auto edid button that the manual keeps mentioning. So my lg ultrawide is stuck on 1080p for all 4 of my pc.

Will this work with a microsoft surface pro? does it come with the cables i will need?

NO - you would have to purchase more. All Surface Pro's only have 1x USB port and 1x mini-Display Port (not HDMI). You would have to purchase a mini-DP to HDMI video adapter (less than $10) to use it with this switch. Microsoft does sell a port replicator (~$150), but it also only has mini-DP video ports (so it does NOT help you to buy that). "Orion" said "Micro Surface Dock" could plug into this KVM, but only "later" said that you still need a video adapter. If you need this HDMI KVM switch, the easiest/best/cheapest thing to do would be to buy a simple "mini-DP to HDMI" video adapter and plug the (now HDMI) and USB into this KVM switch.

Is there a published instruction manual? I cannot seem to switch from windows 10, raspberian, or ubuntu. What are the keyboard and mouse commands?

A user manual should have come with the unit which gives keyboard hot-key switching codes. Double clicking the mouse scroll wheel should step you through the ports. You can also use the manual button for switching toa port.
