No you just open it up and put it in the basket and put the food on it. If i remember correctly they fit the basket perfectly. Hope that answers your question.

I apologize as I ordered it so long ago - I honestly do not remember. It might be just the baskets and I ordered the papers separately. But again - sorry - I really do not remember. We did a back to the 50's party with all this kind of stuff - and had a blast:)! They worked well.
