Yes the remote does for my Tv 50PFL5602/F7

I got mine in and out new batteries and nothing. Does anyone know why it’s not working?

It might be defected or made for a different type of philips tv , try to unplug the tv for few minutes then try again it might work

can brightness be adj. with this remote?

Yes mine does. In the middle part of the remote there is a grey round piece and the ok button, there is a options button on the bottom right hand side of that and it allows me to adjust my brightness on my Phillips smart tv. Hope that helps!
