Will it fit a 15.6 Laptop?

It was a beautiful bag, and much lighter in color when it arrived. But it was not big enough for my purposes (my laptop did not fit), and i had to send it back.

Is this allowed ok for carry on on airplanes?

I have not had any issues using this bag as a carry on with Southwest or Delta.

Is the laptop section padded?

It has a separation for your laptop , but it isn’t padded.
