Does this bag work with any bike rack or must it be Iberia brand rack

It is proprietary to ibera bike racks. Ibera's PakRak Quick-release bag mounting systems are only compatible with Ibera Racks (IB-RA1, IB-RA2, IB-RA3, IB-RA4, IB-RA5, IB-RA11, IB-RA15).

Will this bag fit on a non-ibera rack?

The orange clips you see on the bottom are specifically made to clip into features on Ibera racks. That said, you could always bungee it. But there's a lot cheaper ones you could also do that with.

what are the expanded size of the mini panniers?

Okay, I just measured. The mini panniers are 10"L x 9.5"W x 2"deep, EACH, but they also bulge out so you can stuff in there. They are not as big as I would have liked, but they do the job if you want to put lunch and riding clothing, even "travel" pants. The trunk itself is quite cavernous, on the other hand. It is 6"W x 12"L x 6"H (starting at 4"H at the seat end). The zipper top expands the "top", not the trunk cargo, with a separate zipper entry from the top and holds a good amount also. I had been using the REI Gotham Rack Trunk. Those panniers are slightly bigger, but the trunk was smaller.

How waterproof is it? With the panniers down are you still able to put side baskets on?

I would say water resistant, not water proof. The Ortlieb bags are actually water proof like a riverbag. The mini panniers would hang down into side baskets, but are much smaller than baskets.
