Q: How is this mounted? Top middle of cabinet or the sides? Can the mounting rings be moved to cooperate with the space where mounting ?

The short answer is yes AND no. It is hung using 2 mounting rings that can be unscrewed and relocated on the top ledge of the board, but the backing of the scoreboards is hollow with only Styrofoam blocks to fill it with, and the back of the dartboard is a thin pressboard. You would only be able to relocate the mounts if you wanted to move them outwards towards the edge from the pre-mounted location (which is mid-center of the frame, basically where the front vertical wood pieces are on the inside of the scoreboards) I'm not able to post any photos here for you to see what I mean, but I did add more pics to my original review that shows the back of the board and where the mounts are placed so you can get a visual. Q: Where is the battery door located? a picture would be fantasic. Trying to see if I can get away with mounting this flush into wall framing

Although I'm not sure where the battery door is located, I do know that the power switch is located on the top of the frame. Therefore, it can not be mounted into wall framing.

Q: Will plastic tips work on the board

Yes, plastic tips will work on this one. Plastic tips can work on most steel tip boards - just not the other way around.

Q: Are the LED light battery operated?

Yes, this dartboard cabinet needs battery for the LED portion.
