What kind of plastic is it made out of?

Not sure as it is just hard. ?The grips are a different plastic though, which is softer, almost like a "sticky" plastic, if that makes sense. Of "gooey" maybe. O.

Do you have the measurements of the clips (L, W, H), as what's in the description seems to be the entire package instead of each individual clip?

The clips are way smaller than you think, more for young girls or just to hold your bang area back..they are not big enough to hold your entire hair up. They would be considered a mini clip as far a s I am concerned.

do they have small rubber or silcone pads to stop slipping?

No pads. They are made out of all plastic. I only use them on my phone cords, and for other little things around the house, like clipping curtains closed. So I don't know about the slipping thing.
