I would not knot or restrict the other outlet any more than needed- limited restriction. both outlets are ran by the unit it self. will cause the unit to fail by stress on the whole system

There is no built in method to turn off one of the outlets no. You would need to stick a valve on the end of one outlet and close it.

The AP-4 Air Volume is 275 cu.in/min.

Yes, it is. I had one 12" airstone and a 3" round one. This works so well that I don't have it turned up all the way. Fortunately, it's adjustable so you have more control over the output.
