Yes, both inputs can be used at the same time.

Are these stereo outputs? Or does it convert the input signal to mono?

All four headphone outputs are stereo. There is a push-button to turn them to mono. There are left and right inputs. When the mono push-button is depressed, the left and right inputs are summed together to make a mono signal in all four of the headphone outputs.

I don't see why not. I wouldn't suggest it because of the ceiling of power available. There are better options for whatever your use case, but it will be more expensive. Also, I just saw they are selling this for $80 right now. I bought it for $45 a few years ago, and that's the most I'd pay for it today. Definitely not worth $80 unless they've upgrade the internals.
