Is it oil based or water based gliding wax?

Oil based. As I use just a glove to apply a light accent here and there don’t have to clean but if using a brush, mineral spirits or turpentine to clean. It is a very thick pasty product, not liquid at all but not dry.

Will this work on costume jewelry?

Yes I have used on costume jewelry and it has held up. It is a wax so I would avoid hot humid weather wearing on top on clothes could rub off eventually but I haven't had any problems.

Which will go best with genuine gold leaf, the empire or kings gold?

I would think the kings gold would be perfect.
