Can you vacuum this rug ?

Since it's a natural fiber rug you can vacuum it however you should not use the strongest setting on the vacuum. I prefer to shake mine out or sweep it and only vacuum if absolutely necessary to reduce snags.

i have an older dog and sometimes will have a tinkle accident.. is it cleanable?

Yes, very cleanable. Just use a household scrub brush with soapy water. Blot dry with towel. The material the rug is made with is easy to clean.

I'm looking for a rug in front of my kitchen sink on a wood floor. Do you think it would hold up under high traffic and water?

Any type of rug or fabric on a kitchen floor is incredibly unsanitary and can also cause a tripping hazard, which is dangerous. Please don't do this. If you need some kind of cushioning, there are products out there specifically for kitchens.
