I would colonize millet or bird seed first, then use the millet to inoculate the sterilized oak

Q: is this considered a hardwood pellet?

"hardwood" pellets are way cheaper than these. But if you want to grow Shiitake mushrooms, you need the "100% Oak"

Q: Do I need to sterilize the pellets before use, or have they already been sterilized?

These pellets have been exposed to high temperatures for periods of time, but I would still recommend sterilization.
