Q: Can I connect this in bettween water pump and water tank ? Or only in the outlet pipe of water tank

In my opinion it is best to connect on the suction side of the pump. This was you will prevent dirt from getting into the system and also protect the pump. If the water you get is hard water and there is sedimentation in tank due to evaporation, it would help to connect it in outlet from tank also Hope it helps

Q: 15,000 litre per hour flow rate, means 250 litre per min. Does the filter slow down water pressure if the pump has capacity of over 250 LPM?

Unless the filter is clogged with sediments, it should not. However, timely cleaning of the filter is necessary depending on the quality of water
