Can these be cut to size?

I didn't cut mine. It fit perfect in the cake boxes I bought. No need to cut.

Will these hold a 9x13 rectangle cake ?

Yes. I used it for bar cookies. Baked in 9x13 pan.

What is the thickness?

I think they are plenty thick enough to hold a 1/4 sheet cake but I would not buy because they arrived bowed in the center and could not use them.
