That's a complex question. Yes it could cap the storm drain but could lead to other water problems within your house. That storm drain leads to your sump for a reason. Likely to prevent water from coming up in other parts of your basement and keep water from building up underneath your house. Your sump should always push water back out to the street from your house. Call your local sewer company.

Mine was barely over 3" which is what I wanted to plug. I believe you need to find another plug that is designated 3.25".

This won’t work for 3 1/2”. It won’t expand that much when you compress it.
