Q: There are 2 plastic things that look like latches on the back of the seats. However, they don’t hook onto the chair. Please tell me what these are for

My chairs don't have anything that looks like latches on the back of the seats. Underneath the seats are four clips that allow you to remove the seat pad.

Q: Did these chairs tip forward ( and child could fall) when child leans forward?

These chairs were very solid for our family toddlers. They Stayed upright, and on the ground throughout lots of excitement at Birthdays and Christmas festivities. They lock in place, no folding in, on the child.
