Non-fat dry milk is composed primarily of protein and carbohydrate which can interact with each other in what is called a maillard reaction. This can impart an off (brownish) color to the product in time. It affects the appearance and maybe the flavor, but it is not a safety issue.

With the label saying "total carbohydrate: 6gm/serving" that is the total sugar content: 6 gm of sugar = 24 calories; the 8 gm of protein = 32 calories. Because the food industry is authorized to round numbers off, that 56 calories can legally be claimed on the label as 60 calories/serving. There is no other sugar. Because the lactose, aka milk sugar, has been broken by the lactase enzyme into glucose (which has a sweet flavor) and galactose (which we do not detect as sweet) lactose-free milk tastes sweeter than regular milk to many people but has no added sugar.
