How did you hang them?

There's a hanger on the back of them. You hang out over a screw or nail.

Can these be used out doors?

I have only used them indoors. I would not think they would withstand the weather too well.

Why does shipping take so long?

Not sure. Probably where the distribution is located along with your local delivery logistics.
