Q: is the speaker 12" from the edges of the whole thing or from just the actual speaker

overall size is 12", fits enclosure hole size of 11.25", mounting depth is 4.75"

Q: Does this sub sound best in a sealed or a ported box? And also what is the ideal size box for this sub?

A ported box. My speaker is 18 inches by 30 inches.

Q: are this sold as a pair?

This is for 1 piece, but you can buy 2 for a pair!

Q: Can i use 2 of these 12" at 8 ohm on a dayton audio spa300-d (4 ohm) on low pass? trying to build a bass buttom for my self powered 15" mid/high top

The unit I got was not rated at 250 watts. It was maybe, 100 watts peak. If you used them that way, you would have to wire in parallel to get to 4 ohms. I don't recommend these speakers for hi power bass applications; very cheaply made. Just look at how tiny the magnet is. Very small voice coil.
