Not Simple, but it worked
I found the problem with my fence, but it wasn't easy. The insulation was nicked and the wire got corroded. I couldn't pinpoint the problem, but with persistent testing from both directions I finally figured out the point in the wire where the signal was dropping off. I replaced a six foot section and the fence worked again.
