Is this strong enough to prevent rodents from entering a 7" square roof vent?

Probably would work fine. Not many animals like to chew on steel wire.

I need to cut holes in mine. I cannot cut it from the edge, I need to put several holes in the middle of the screen for mounting. Any suggestions?

For each hole, I'd try folding the mesh into a cone shape, placing the cone tip where I wanted the hole and then cut off the cone tip making a roughly circular hole for a screw to go though with a washer between the screw head and mesh. Then I'd repeat for any other mounting screws I'd need. Finally I'd re-flatten out the mesh and mount it. Hope this helps.

Yes it does. It is very fine firm mesh, and would keep most flying insects out.
