Stop Watches DO NOT have on / off switches...……. You start by activating one of the buttons and after a certain amount of NON USE time it goes into a sleep mode...……...

No, you need to purchase a different type of stopwatch to do the stop and restart function

Does it keep the time of day?

No it does not keep the time of day. It works fine but the 5 year warranty is up before you get it. They must have them on the shelf.
