Why is it so expensive and shipping is ridiculously overpriced?

It’s cheaper and the shipping is free on acne.org. I just ordered the same kit and it was $44.87 before tax.

Will this help minimize pores/reduce oil for oily skin?

It will reduce oil skin because it makes your skin really dry, but I'm not sure about minimize pores because that didn't work for me.

Does the regimen work on Acne scars?

Go to acne.org and read up. They actually recommend adding the glycolic acid after one month which will help with scars, but you have to clear up active acne first.

Does it treat acne scarring?

It does, but does not work 100% perfectly, mostly is for to get rid of acne.
