Thomas Labs Plaque Away Powder (2 oz)

I purchased 3 bottles of Plaque Away. I received my order several days late. There were no scoops inside any of the bottles. Directions state to give one scoopful. I contacted EntirelyPets and spoke with Gary on March 6. He told me it was my problem, and I should contact the supplier, Thomas Labs. I gave him the analogy of buying a shirt in a package at Macy's, and finding it missing a sleeve. Would he contact Van Heusen? He talked with someone and said I'd receive the scoops in 4-8 days. It's been 15 days; today is March 20. I am guesstimating how much to give. Using too much won't hurt our cat, but this product is not cheap, and I'd like to use the appropriate amount. I will not be buying this product at Amazon again if this is how their vendors treat their customers.ADDENDUM: A few weeks after I contacted Amazon, I received 4 bottles of Plaque Away with scoops. Amazon was great once I involved them.
