if you are smoking a joint, blunt or any other rolled-up material, yes; but not so well for pipe or bong use.

Does this hold up in really cold weather temperature?

In my case it didn’t. I lost mine in the car for about two days last winter and it won’t hold a change since. I loved the lighter. I wish that I had been more careful. I’m thinking of buying another one.

Really works in wind?

Yes it does. Really is a super lighter!

Do the heating elements need cleaning?

I never cleaned mine yet. It comes with a brush but I never had to use it.
